This is some sort of saturn, with a "twin turbo" duck tape label, and the roof sawed off. Props to this baller for driving it around.

I think they have invented the reverse town car. Keeping the driver covered and the passengers exposed is a nice switch.

It's called a laundelet.
It's so that the passenger can stand and wave or be seen by crowds while the driver is hidden away.
